With Joomla 1.5 fast approaching, they are in the middle of a template contest. All entries have been submitted, and now it’s up to the core team to whittle it down to 5 templates for the masses to vote on. If I were in charge, here are the 5 I’d choose:
I really don’t have much in the way of criteria, beyond the initial "wow factor" however I do like to see templates that don’t only look good in their released state, but seem easy enough to modify. Many sites I build are based upon available templates, stripped down to almost nothing, and built back up to look how I want. So having that mod-ability is important, at least to me. I also think that a core template needs to be fairly plain, with few bells and whistles, as that will be most people’s first exposure to the system.
This is most evident in my favorite, 68poral [live demo]. I’m not a huge fan of the background or the colors, but the "feel" of the template is solid. Backgrounds and colors are easy to change in the css.
